Banyak calon pembeli yang kaget ketika menyadari ada sejumlah biaya tambahan yang harus disiapkan di luar harga properti itu sendiri. Biaya-biaya ini bisa mencapai <strong>5\u201315% dari harga rumah<\/strong> \u2014 angka yang cukup signifikan dan wajib masuk dalam perencanaan keuangan Anda sejak awal.<\/p>\n<p>Artikel ini merinci semua biaya yang perlu disiapkan saat membeli rumah di Indonesia, baik untuk pembelian tunai maupun KPR, agar tidak ada kejutan di meja notaris.<\/p>\n<h2>1. Uang Muka (Down Payment \/ DP)<\/h2>\n<p>Jika membeli dengan KPR, Anda wajib menyiapkan uang muka minimal sesuai ketentuan LTV (Loan to Value) Bank Indonesia:<\/p>\n<ul>\n<li><strong>Rumah tapak tipe \u226470 m\u00b2:<\/strong> DP minimum 5% dari harga (untuk debitur tertentu)<\/li>\n<li><strong>Rumah tapak tipe >70 m\u00b2:<\/strong> DP minimum 10\u201320%<\/li>\n<li><strong>Apartemen:<\/strong> DP minimum 10\u201320% tergantung tipe dan status properti<\/li>\n<\/ul>\n<p>Untuk pembelian tunai keras (cash keras), tidak ada kewajiban DP \u2014 Anda membayar harga penuh. Untuk tunai bertahap (cash bertahap ke developer), skema DP dan cicilan disepakati langsung dengan developer.<\/p>\n<h2>2. Biaya Notaris \/ PPAT<\/h2>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/rumatemu.com\/blog\/wp-content\/uploads\/2026\/05\/rt-art1-img2.jpg\" alt=\"Proses pengajuan KPR dan simulasi biaya pembelian rumah\" style=\"width:100%;height:auto;border-radius:6px;\" \/><\/figure>\n<p>Notaris\/PPAT (Pejabat Pembuat Akta Tanah) menangani pembuatan Akta Jual Beli (AJB) dan proses balik nama sertifikat. Biayanya ditetapkan maksimal berdasarkan nilai transaksi:<\/p>\n<ul>\n<li>Nilai transaksi \u2264Rp500 juta: maks. 1% dari nilai transaksi<\/li>\n<li>Nilai transaksi Rp500 juta\u2013Rp1 miliar: maks. 0,75%<\/li>\n<li>Nilai transaksi Rp1\u2013Rp2,5 miliar: maks. 0,5%<\/li>\n<li>Nilai transaksi >Rp2,5 miliar: maks. 0,25%<\/li>\n<\/ul>\n<p><strong>Contoh:<\/strong> Rumah senilai Rp800 juta \u2192 biaya notaris maks. Rp6 juta (0,75%).<\/p>\n<h2>3. BPHTB (Bea Perolehan Hak atas Tanah dan Bangunan)<\/h2>\n<p>BPHTB adalah pajak yang dibayar oleh <strong>pembeli<\/strong> saat memperoleh hak atas properti. Besarnya:<\/p>\n<pre>BPHTB = 5% \u00d7 (Harga Beli \u2212 NPOPTKP)<\/pre>\n<p>NPOPTKP (Nilai Perolehan Objek Pajak Tidak Kena Pajak) bervariasi per kabupaten\/kota, umumnya Rp60\u201380 juta untuk perumahan biasa, dan bisa lebih tinggi untuk daerah tertentu.<\/p>\n<p><strong>Contoh:<\/strong> Rumah Rp800 juta, NPOPTKP Rp60 juta \u2192 BPHTB = 5% \u00d7 Rp740 juta = <strong>Rp37 juta<\/strong><\/p>\n<h2>4. PPh Final Penjual (Ditanggung Pembeli?)<\/h2>\n<p>PPh Final sebesar <strong>2,5% dari nilai transaksi<\/strong> sebenarnya adalah kewajiban penjual. Namun dalam praktiknya, sering kali menjadi bahan negosiasi \u2014 ada yang ditanggung penjual, ada yang dibagi dua, atau bahkan dibebankan ke pembeli dalam kesepakatan &#8220;harga bersih&#8221; (nett).<\/p>\n<p>Pastikan sejak awal apakah harga yang disepakati sudah termasuk atau belum termasuk PPh penjual.<\/p>\n<h2>5. Biaya Balik Nama Sertifikat<\/h2>\n<p>Proses balik nama dari atas nama penjual ke nama pembeli dikenakan biaya resmi di BPN (Badan Pertanahan Nasional). Biayanya relatif kecil namun wajib:<\/p>\n<ul>\n<li>Biaya pendaftaran balik nama: Rp50.000 \u2013 Rp200.000 (tarif resmi BPN)<\/li>\n<li>Biaya jasa notaris untuk pengurusan: termasuk dalam biaya notaris di atas<\/li>\n<\/ul>\n<p>Total waktu proses balik nama: 5\u201330 hari kerja tergantung kantor BPN setempat.<\/p>\n<h2>6. Biaya KPR (Jika Menggunakan Kredit)<\/h2>\n<p>Jika membeli dengan KPR, ada biaya-biaya tambahan dari bank:<\/p>\n<ul>\n<li><strong>Biaya provisi:<\/strong> 0,5\u20131% dari plafon kredit (biaya pemrosesan KPR)<\/li>\n<li><strong>Biaya administrasi:<\/strong> Rp500.000 \u2013 Rp2.000.000 (flat)<\/li>\n<li><strong>Biaya appraisal:<\/strong> Rp500.000 \u2013 Rp1.500.000 (penilaian properti oleh bank)<\/li>\n<li><strong>Biaya asuransi jiwa:<\/strong> 0,1\u20130,3% \u00d7 plafon \u00d7 tenor (premi tahunan)<\/li>\n<li><strong>Biaya asuransi kebakaran:<\/strong> 0,05\u20130,15% \u00d7 nilai bangunan per tahun<\/li>\n<li><strong>Biaya APHT (Akta Pembebanan Hak Tanggungan):<\/strong> 0,25% dari nilai HT (biasanya 125% dari plafon)<\/li>\n<\/ul>\n<h2>7. PPN (Untuk Rumah Baru dari Developer)<\/h2>\n<p>Pembelian rumah baru dari developer dikenakan PPN sebesar <strong>11%<\/strong> dari harga jual.
